The United States possesses the world’s largest military budget, an unmatched global network of bases, highly advanced aircraft and warships, and strategic nuclear forces capable of deterring an existential attack. Yet beneath these advantages is a growing conventional-readiness problem: the United States is consuming certain offensive missiles and defensive interceptors much faster than its defense industry can replace them.
Wars and military operations involving Ukraine, the Red Sea, Israel, and Iran have exposed a dangerous imbalance between America’s global commitments and its available supply of conventional weapons. Patriot and Terminal High Altitude Area Defense interceptors are needed in Europe, the Indo-Pacific, the Middle East, and potentially for the defense of the United States. Tomahawk cruise missiles, Standard Missiles, Army Tactical Missile Systems, Precision Strike Missiles, Joint Air-to-Surface Standoff Missiles, and other long-range weapons are similarly being pulled between multiple theaters.
This does not mean the United States has become militarily helpless or that every American ammunition stockpile is empty. Precise inventory figures are classified, and some of the alarming numbers published in the press are estimates rather than official disclosures. Nevertheless, reports from the Pentagon, Government Accountability Office, Congressional Budget Office, major newspapers, Reuters, and independent defense analysts support the central conclusion: America has a serious shortage of particular high-demand offensive and defensive weapons, while its industrial base cannot rapidly replenish them.
The problem has become especially troubling to Israel and America’s Arab partners in the Middle East. These governments face Iranian ballistic missiles, cruise missiles, armed drones, and attacks from Iranian-aligned organizations. They must now ask whether the United States can continue defending them during a prolonged regional war while simultaneously retaining sufficient weapons for Europe, Asia, and its own forces.
Readiness Is More Than the Size of the Defense Budget
Military readiness is often discussed as though it were synonymous with military spending. It is not. A country can spend enormous amounts on defense while still lacking enough deployable ships, functioning aircraft, trained maintenance personnel, spare parts, missiles, ammunition, and production capacity for a sustained conventional war.
The Pentagon’s fiscal year 2026 proposal called for approximately $1.01 trillion in total national-defense spending, including about $961.6 billion for the Department of Defense. The request represented an increase of approximately 13 percent over the fiscal year 2025 enacted level when mandatory reconciliation funding was included. It proposed approximately $160 billion for readiness and training, $25 billion as an initial investment in the Golden Dome missile-defense initiative, $6.5 billion for conventional and hypersonic munitions, $3.9 billion for hypersonic weapons, $2.5 billion to expand missile and ammunition production, and $1.3 billion for industrial-base and supply-chain improvements. Those figures are substantial, but a budget request is not the same as a delivered missile. Congress must authorize and appropriate the money; the Pentagon must award contracts; manufacturers must obtain motors, seekers, explosives, processors, castings, and other components; factories must add equipment and workers; and completed weapons must pass inspection and acceptance testing.
That process can take years.
The Pentagon acknowledged that many of the nearly 2,000 long-range weapons proposed for procurement in the 2026 budget would be produced at the defense industry’s maximum existing capacity. That phrase is crucial. It means additional money cannot automatically produce a proportional increase in weapons. Once a factory is operating at capacity, greater output requires new production lines, specialized machinery, additional suppliers, more skilled workers, and long-term contracts that give manufacturers confidence that the government will continue buying after the immediate emergency ends.
The United States is therefore facing a production problem as much as a spending problem.
The Defensive-Interceptor Shortage
The most urgent weakness involves the expensive missiles used to destroy incoming ballistic and cruise missiles.
Patriot PAC-3 Missile Segment Enhancement interceptors defend military installations, cities, airfields, and critical infrastructure against tactical ballistic missiles and other aerial threats. THAAD interceptors operate at higher altitudes and longer ranges against ballistic missiles. Navy destroyers and cruisers use Standard Missile variants—including SM-3 and SM-6—to defend naval forces, territory, and allied populations.
These systems are highly capable, but their interceptors are expensive, technically complex, and produced in relatively small annual quantities. During peacetime, that approach appeared financially reasonable. During an extended missile war, it becomes a serious vulnerability.
The United States has expended large numbers of defensive missiles protecting Israel, American installations, and international shipping from Iranian and Houthi attacks. According to reporting by The Washington Post, the United States fired more than 200 THAAD interceptors in defense of Israel during the 2026 conflict, along with more than 100 SM-3 and SM-6 interceptors from American naval vessels. The newspaper reported that Pentagon assessments showed the United States had shouldered a large portion of Israel’s upper-tier missile defense. Because the underlying inventory information is classified and the newspaper relied on unnamed officials, the exact numbers should be treated as informed reporting rather than a public Pentagon accounting. Reuters subsequently reported that the United States had used nearly all of some categories of long-range precision-strike missiles during the extended war with Iran. It also cited a Center for Strategic and International Studies assessment estimating that approximately 65 percent of the available Patriot interceptor inventory had been expended between February and July 2026 and that the THAAD inventory was at least 38 percent lower than it had been at the beginning of the conflict. The distinction between a battery and an interceptor is also important. A nation can own Patriot or THAAD launchers and radars but still have inadequate protection if it does not possess enough missiles to reload them. Launchers without replacement interceptors may provide an appearance of defense without the endurance needed to survive weeks or months of sustained attacks.
Missile defense normally requires more than one interceptor to be assigned to a threatening target, especially when commanders cannot be certain that the first shot will destroy it. An enemy can exploit this mathematical imbalance by launching inexpensive drones alongside cruise and ballistic missiles, compelling the defender to choose which threats deserve scarce and costly interceptors.
The strategic danger is therefore not simply that the United States might fire its last missile. The danger arises earlier, when commanders begin conserving interceptors, accepting greater risk, leaving some targets undefended, or moving defensive batteries from one ally to protect another.
The Shortage of Conventional Offensive Weapons
Defensive missiles are only one side of the problem. The United States also depends on finite inventories of conventional offensive weapons capable of destroying distant, heavily defended, or mobile targets.
Tomahawk cruise missiles allow Navy ships and submarines to strike targets from long range without sending aircraft directly into the most dangerous airspace. JASSM and its extended-range version give bombers and fighters a similar standoff capability. LRASM is designed to attack enemy warships. ATACMS and the newer Precision Strike Missile provide ground forces with long-range fires. Long-range hypersonic weapons are intended to penetrate sophisticated defenses, but they remain costly and difficult to manufacture in substantial numbers.
Reuters reported in August 2026 that the United States had used “virtually all” of some long-range precision-missile categories during the Iran conflict. The report described severe pressure on Tomahawk, ATACMS, and Precision Strike Missile inventories. The Pentagon disputed the broadest claims that the United States could no longer defend itself, but it did not release complete stockpile figures that would allow the public to independently measure the shortage. The Wall Street Journal also reported that declining interceptor and long-range strike inventories influenced deliberations over the pace and possible expansion of military operations against Iran. If weapon availability begins limiting the duration or intensity of a military campaign, the stockpile issue has moved beyond an industrial concern and become a direct constraint on national strategy. The United States still possesses numerous ways to strike an adversary, including aircraft-delivered bombs and shorter-range weapons. The shortage is concentrated in the specialized weapons required to attack from a safer distance or penetrate dense air defenses. Those are precisely the weapons that would be needed in a conflict against a technologically capable country.
America cannot assume that every future war will permit aircraft to circle safely above enemy territory dropping inexpensive gravity bombs. A war involving China, North Korea, or a regenerated Iranian military would place a premium on long-range, survivable, precision-guided weapons. Those weapons must already be in storage when the war begins. A missile ordered after the fighting starts may not arrive until after the conflict has been decided.
Ukraine, Israel, the Red Sea, and Iran Have Drawn From the Same Arsenal
The United States did not arrive at the present shortage through one conflict alone.
Since 2022, Washington has transferred large quantities of artillery ammunition, air-defense missiles, rockets, antitank weapons, and long-range systems to Ukraine. Those transfers helped Ukraine survive Russian aggression, but they also revealed how slowly the American industrial base could replace weapons manufactured under peacetime assumptions.
After October 2023, the United States increased support for Israel while American warships began intercepting Houthi missiles and drones around the Red Sea. The Navy consumed Standard Missiles that had also been reserved for carrier defense and a possible Indo-Pacific conflict.
Iranian missile attacks then created enormous demand for Patriot, THAAD, SM-3, and SM-6 interceptors. Offensive operations added pressure to Tomahawk and other long-range strike inventories.
Each commitment can be defended on its own strategic grounds. The readiness problem emerges from their combined effect. The United States designed its force to fight jointly and technologically, but its munitions plans did not fully account for several simultaneous, prolonged conflicts in which enemies could launch large numbers of comparatively inexpensive missiles and drones.
A future conflict in the Indo-Pacific would create even greater demand. American bases in Guam, Japan, and South Korea would require protection. Navy vessels would need Standard Missiles for their own survival. Bombers, submarines, surface ships, and tactical aircraft would need long-range weapons to attack Chinese ships, air defenses, command facilities, and missile launchers.
Every interceptor fired elsewhere is therefore examined by planners in the context of what might be required in Asia.
Broader Problems With Aircraft, Ships, Maintenance, and Spare Parts
Ammunition shortages are part of a larger readiness problem.
The Government Accountability Office has repeatedly found that military aircraft and ships face maintenance delays, inadequate spare parts, workforce limitations, and constrained industrial capacity. Its 2026 assessment reported that the Navy’s sailor-performed maintenance backlog had worsened for submarines and that mission-limiting maintenance actions increased in the period examined. GAO also reported that eight major Navy shipbuilding programs anticipated late deliveries as of February 2026, with five programs having at least one ship delayed by 42 months or more. Those delays matter because the Navy cannot rapidly replace aging ships or expand the fleet simply because Congress allocates additional money. The F-35 illustrates the difference between owning aircraft and maintaining combat-ready aircraft. In 2025, the Pentagon began a $13.7 billion strategy intended to improve F-35 readiness by 2030. GAO concluded in 2026 that shortages of spare parts, limited access to technical data, affordability problems, and constrained industrial capacity could threaten that effort. The Pentagon’s fiscal year 2026 budget therefore included approximately $1 billion for F-35 spare parts and sustainment improvements even while the requested purchase of new F-35s was reduced from 74 aircraft to 47. That decision reflects a fundamental readiness truth: a smaller number of functional aircraft may provide more real combat power than a larger fleet that cannot consistently fly.
Why Enormous Spending Has Not Solved the Problem
The United States spends more on defense than any other nation, but much of that money is not used to manufacture conventional ammunition.
The defense budget pays military personnel, health care, housing, training, fuel, base operations, research, nuclear modernization, intelligence, satellites, cybersecurity, maintenance, and the development of weapons that may not enter service for years. The Congressional Budget Office has calculated that operations and support consume roughly two-thirds of the Pentagon’s planned spending, while acquisition—including both procurement and research—accounts for approximately one-third. The 2026 request attempted to redirect more resources toward missile defense, ammunition, shipbuilding, and production capacity. Those investments are significant, but the government must avoid confusing large appropriations with immediate military output. A modern missile includes propulsion systems, specialized electronics, seekers, energetic materials, guidance components, and parts that may come from a limited number of suppliers. In some cases, only one company or production facility can manufacture a critical component.
Companies are reluctant to build expensive new factories if they believe emergency orders will disappear in two or three years. The Pentagon, in turn, has historically purchased many weapons in annual quantities that kept production lines alive but did not create surge capacity.
The result is a brittle system: efficient enough for peacetime purchasing, but poorly prepared for wartime consumption.
The United States must expand multiple suppliers, use multiyear procurement agreements, maintain reserve production capacity, stockpile critical raw materials, train additional skilled workers, and place larger recurring orders before a crisis begins. It must also accelerate less expensive ways of defeating drones so that commanders do not routinely exchange multimillion-dollar interceptors for threats costing a fraction of that amount.
Israel’s Dependence on American Missile Defense
Israel possesses one of the world’s most sophisticated multilayered missile-defense systems. Iron Dome is designed primarily for shorter-range rockets. David’s Sling addresses heavier rockets and certain cruise and ballistic threats. Arrow 2 and Arrow 3 provide higher-altitude ballistic-missile defense. Israel also receives extensive American military assistance and cooperates closely with the United States in missile-defense development.
Nevertheless, the scale of Iranian missile attacks has required direct American participation. U.S. THAAD batteries and Navy ships have contributed to Israel’s defense, demonstrating that Israel’s national systems can be strained by a prolonged, high-volume campaign.
That creates a two-sided strategic concern.
Israel must worry that American interceptor shortages could reduce Washington’s ability to sustain the same level of protection during another extended exchange. The United States must consider how many interceptors it can devote to Israel without dangerously reducing its ability to protect American troops, Guam, South Korea, Japan, NATO forces, and naval formations.
If Israel conducts offensive operations that provoke large retaliatory barrages, it may depend upon American weapons whose replacement requires years. That does not eliminate the alliance, but it gives Washington a material reason to scrutinize the duration and intensity of regional military operations.
The problem also raises a difficult question of burden sharing. Israel has developed effective defenses and is increasing domestic production, but the United States cannot remain the unlimited reserve magazine for every prolonged regional war.
Gulf Allies Question the Reliability of American Protection
Saudi Arabia, the United Arab Emirates, Qatar, Bahrain, Kuwait, and other Gulf partners host American forces, purchase American weapons, and depend heavily on U.S. intelligence, logistics, training, and deterrence. That relationship also places them within range of Iranian missiles and drones.
Reuters reported in February 2026 that Iranian attacks were intended to demonstrate that no American ally in the region was beyond Tehran’s reach. The concern is not purely theoretical. The U.S. State Department ordered non-emergency American personnel and family members to leave the United Arab Emirates in March 2026 because of Iranian missile and drone threats. The advisory acknowledged that sites in the Emirates associated with the United States could be targeted. U.S. Department of State
Gulf governments must consequently ask whether hosting American bases provides protection, creates additional danger, or does both simultaneously. If the United States initiates or supports attacks against Iran, Gulf states may become targets even when they did not approve the operation. If American air-defense inventories are then insufficient, those allies may bear the consequences of an American policy without receiving the protection they expected.
Their concern is intensified by the uneven geography of missile defense. The United States cannot place unlimited Patriot and THAAD batteries around every airfield, city, refinery, port, desalination plant, and electrical facility. Even where launchers are present, they require sufficient interceptors and properly integrated sensors and command systems.
Saudi Arabia’s response includes purchasing more American defenses. In January 2026, the State Department approved a possible $9 billion sale of Patriot PAC-3 MSE missiles and related equipment to Saudi Arabia. The scale of that proposed purchase demonstrates both the kingdom’s threat perception and the enormous cost of maintaining modern missile defense. U.S. Defense Security Cooperation Agency
Gulf governments are also developing independent relationships and regional arrangements. In August 2026, Saudi Arabia, Turkey, and Pakistan announced a mutual-defense framework involving exercises, military coordination, technology transfer, and joint weapons production. The agreement does not immediately replace American protection, but it signals that regional states no longer want their survival to depend exclusively upon decisions made in Washington. Reuters
Gulf leaders have also pressed Washington to ensure that any settlement with Tehran restricts Iran’s missile and drone capabilities rather than merely pausing the fighting. Their reasoning is understandable. A ceasefire that leaves Iran capable of rebuilding and launching another large missile campaign would leave Gulf infrastructure exposed while American interceptor inventories remain depleted. Reuters
The Credibility of American Commitments Is at Stake
An alliance depends upon more than promises. It depends upon visible military capacity to fulfill those promises.
If the United States promises protection to Israel, Gulf partners, NATO members, Japan, South Korea, the Philippines, and other nations, it must maintain sufficient forces and ammunition to respond in more than one theater. Otherwise, an adversary may deliberately create simultaneous crises, forcing Washington to decide which ally receives scarce interceptors and which one must accept greater danger.
That possibility weakens deterrence even before a shot is fired.
Allies who doubt American capacity may purchase weapons from other suppliers, develop separate military arrangements, avoid supporting American operations, seek accommodation with hostile regional powers, or consider acquiring more powerful independent deterrents. Adversaries may conclude that the United States can be exhausted through repeated low-cost attacks that consume expensive American missiles.
Military credibility therefore rests partly upon warehouse inventories, factory production rates, maintenance capacity, and logistics. Diplomatic assurances cannot substitute for physical weapons.
What the United States Must Do
America’s shortage cannot be corrected through one emergency appropriation. It requires a long-term transformation of defense planning.
The United States must first establish realistic minimum stockpiles based on the possibility of overlapping wars rather than a single short campaign. Classified war-reserve requirements should reflect sustained operations in Europe, the Middle East, and the Indo-Pacific.
Second, Congress and the Pentagon must use multiyear procurement for high-priority missiles. Manufacturers need predictable demand before investing in new factories, suppliers, equipment, and workers.
Third, the United States must expand production beyond a small number of dominant contractors. Critical motors, seekers, explosives, processors, and guidance components should have alternative domestic suppliers whenever possible.
Fourth, America and its allies should divide production responsibilities. Israel, Japan, South Korea, Australia, NATO members, Saudi Arabia, and the Emirates can contribute manufacturing capacity, financing, and regional stockpiles. Cooperative production must be governed carefully, but allied capacity can reduce pressure on American factories.
Fifth, the United States needs less expensive defenses against drones and other mass-produced threats. Electronic warfare, directed-energy systems, rapid-fire guns, inexpensive interceptors, and improved passive protection can reduce dependence on costly Patriot and Standard Missiles.
Finally, military policy must recognize industrial limits. The United States should not enter or prolong optional military campaigns under the assumption that ammunition is unlimited. Every intervention carries an opportunity cost for another theater.
Conclusion
The United States remains a formidable military power, but its conventional readiness is under real strain. The problem is not an absence of defense spending. It is the mismatch between America’s global commitments, wartime weapons consumption, production capacity, and the time required to replace advanced missiles.
Patriot, THAAD, and Standard Missile interceptors have protected lives in Israel, at American bases, and aboard naval vessels. Tomahawks and other precision weapons have allowed the United States to attack dangerous targets from a distance. But these weapons are not inexhaustible, and their production cannot be expanded overnight.
The situation should not be exaggerated into the false claim that America has no weapons left. Exact stockpile totals remain classified, the Pentagon disputes some public estimates, and the United States retains substantial combat power. Yet it would be equally irresponsible to dismiss the warnings. Government reports, budget decisions, emergency production measures, and reporting from major national news organizations all point toward a genuine shortage of high-demand conventional weapons.
For Israel and the Arab Gulf states, this shortage creates a profound concern. They face immediate missile and drone threats while depending partly upon a distant ally whose weapons are divided among several regions. Their search for additional interceptors, regional partnerships, and independent production is evidence that confidence in unlimited American protection can no longer be assumed.
A trillion-dollar military budget may purchase extraordinary technology, but technology without sufficient quantity cannot sustain a prolonged war. American readiness will ultimately depend not only upon what its weapons can do, but upon how many are available, how rapidly they can be replaced, and whether the nation’s commitments are kept within the limits of its actual military capacity.
